How to use it
- 1Choose what kind of NOC it is: employer to employee, landlord to tenant, vehicle owner, or something else in your own words.
- 2Enter your own name or company name and address. They are saved on your device for next time.
- 3Fill in the details of the person the NOC is for, and pick what you have no objection to. Choose 'Something else' to write the reason yourself.

The kinds of NOC this covers
- Employer to employee — for a passport or visa, for higher studies, or for taking up work elsewhere
- Landlord to tenant — for a gas, electricity or water connection, for registering a business at the address, or as proof of address for police verification
- Vehicle owner — for transferring ownership, for taking the vehicle to another state, or for letting someone else drive it
- Anything else — a society, a school, a bank or a partner: choose the last option and write the reason in your own words
Keep it to one purpose
An NOC that says “no objection to anything whatsoever” is worth very little, because nobody can rely on it and nobody can be sure what was actually agreed. Name the person, name the thing, and say the certificate is issued for that purpose only. Every option here is worded that way.
Vehicle NOC: what the RTO actually needs
For a sale, the seller files Form 29 and the buyer Form 30. For moving a vehicle to another state, the owner applies to the RTO and the RTO issues the NOC on Form 28. For a vehicle that was financed, the lender issues its own NOC and the hypothecation is removed on Form 35. A letter from the seller sits alongside these — it records what was agreed, it is what a buyer asks for on the day of the sale, and it is the thing you will want if a challan turns up later. The letter prints a line saying exactly that, so no one mistakes it for the statutory form.
State only what you know
The two tick-boxes in the vehicle NOC — no loan or court case pending, and all taxes and challans paid — put you on record. Leave one unticked if you are not sure. The point of the certificate is that the other side can rely on it.

Questions people ask
What is a no objection certificate?
It is a written statement by a person or an organisation that they do not object to something someone else wants to do — an employee applying for a passport, a tenant taking a gas connection at the rented address, a buyer getting a vehicle transferred into their name. It is a plain letter, not a prescribed government form, unless the office asking for it has its own form.
Does a private employee need an employer NOC for a passport?
Usually not. The passport NOC is Annexure G, and it is a form for people employed by a government ministry, department, office or PSU: their own office issues it, on its letterhead, with the applicant's photograph attested across the signature and stamp. A private-sector applicant normally files no employer document at all. A letter made here is not Annexure G — if you are a government employer, use the official form from passportindia.gov.in instead.
Is this the vehicle NOC the RTO needs?
No, and it is worth being clear about that. The NOC issued by a registering authority for taking a vehicle to another state is Form 28 under the Central Motor Vehicles Rules, 1989, and only the RTO can issue it. A sale is reported on Form 29 by the seller and Form 30 by the buyer, and a closed loan is released on Form 35 with the financier's own NOC. What this tool makes is the seller's or owner's letter — useful as a record between the two sides, and often asked for alongside those forms, but not a substitute for any of them.

What does a landlord NOC for GST registration say?
GST registration needs proof of the principal place of business. Where the premises are used with the owner's consent rather than under a rent agreement in the applicant's own name, the owner gives a consent letter — commonly called an NOC — naming the premises and the person, and it is uploaded with the owner's ownership proof such as an electricity bill or property tax receipt. Choose 'Business / GST registration at the address' and that is the wording you get.
Does an NOC need stamp paper or a notary?
No general law requires it. An NOC is ordinarily a plain letter on letterhead, signed and stamped. Some offices ask for it on stamp paper or notarised anyway — if yours does, print the same wording on their stamp paper and get it attested. Ask them first rather than paying for it by default.
Who should sign an NOC?
The person or organisation whose objection would matter. For an employer NOC that is someone authorised to bind the company, with their designation printed under the signature. For a landlord or a vehicle NOC it is the owner personally, and the letter is signed in their own name rather than 'for' a firm.
Can the NOC be in Hindi?
