NOC stands for no objection certificate. It is not one fixed document: it is a short letter in which a person or an organisation states that they do not object to something someone else wants to do. The wording changes with the situation — and in two common cases, which is the important part, the letter people write is not the document the office actually wants.
Employer NOC
The commonest. An employee asks for one for a passport, a visa, higher studies, or to take up work elsewhere.
The letter needs: the employee’s name and designation, since when they have been employed, and that the employer has no objection to the specific thing. On letterhead, with a reference number and date, signed by someone authorised. For a visa, embassies usually want the salary confirmed as well: see Salary Certificate, Salary Slip or Form 130?
The passport case, which is usually unnecessary
A private-sector employee generally does not need an employer NOC for a passport at all.
The passport NOC is Annexure G, and it is a form for people employed by a government ministry, department, office or PSU. Their own office issues it on its letterhead, with the applicant’s photograph attested across the signature and stamp.
A private-sector applicant normally files no employer document. If you are being asked for one, ask under what rule — the answer is often that it was never needed.
Asking for one: a sample application
Nobody issues an NOC unprompted, so it starts with a request. Keep it short, and say exactly who asked for the certificate and why — the NOC you get back can then name the same purpose, and that is what the other office will look for.

[Company name]Subject: Request for a no objection certificate
Sir / Madam,
I have been working with the company as [designation] in the [department] department since [date of joining], employee ID [number]. I have applied for [admission to the part-time MBA at XYZ University], and [the university] has asked me for a no objection certificate from my employer.
I request you to issue an NOC stating that the company has no objection to [my joining the course], for this purpose only.
Yours faithfully,

A tenant asking a landlord, or a buyer asking a vehicle’s seller, writes the same way: who you are, what you need it for, and who asked. The application for NOC words it for you, for an employee, a student or a tenant, in English or Hindi.
Landlord NOC
A tenant needs one for a gas, electricity or water connection, to register a business at the address, or as proof of address for police verification.
The letter should say: the landlord owns the premises, the address, the tenant’s name, since when they have occupied it, and what there is no objection to. The landlord signs in their own name, not “for” a firm.
For GST registration: where premises are used with the owner’s consent rather than under a rent agreement in the applicant’s own name, the owner gives a consent letter — commonly called an NOC — uploaded with the owner’s ownership proof such as an electricity bill or property tax receipt.
Vehicle NOC, where most of the confusion is
The letter you write is not the RTO’s NOC. Knowing the difference saves both money and time.
| What you are doing | What is actually required |
|---|---|
| Taking the vehicle to another state | Form 28 — the NOC, issued by the registering authority |
| A sale, seller’s side | Form 29 |
| A sale, buyer’s side | Form 30 |
| Releasing hypothecation after a loan | Form 35, with the financier’s own NOC |
These are forms under the Central Motor Vehicles Rules, 1989. The seller’s letter runs alongside them, not instead of them. It is not useless, though — it records what was agreed, it is what a buyer asks for on the day, and it is what you will want if a challan turns up later.
So the seller’s letter should carry the registration number, make and model, chassis and engine numbers, the buyer’s name and address, and a line saying plainly that it is issued in addition to, not in place of, the prescribed forms.
Do not certify what you do not know
Two lines are common in a vehicle NOC: that no loan or court case is pending, and that all taxes and challans are paid. Both put you on record. If you are not certain, leave them out. The point of a certificate is that the other side can rely on it.
Stamp paper and notarisation
No general law requires an NOC to be on stamp paper or notarised. It is ordinarily a plain letter on letterhead. Some offices ask anyway — if yours does, print the same wording on their stamp paper and have it attested. Ask first rather than paying for it by default.
One purpose, one letter
An NOC saying “no objection to anything whatsoever” is worth very little. Name the person, name the thing, and say the certificate is issued for that purpose only.
The NOC format has the wording written for all four situations — employer, landlord, vehicle owner, and a free-text option. The vehicle version prints the line above automatically, so nobody mistakes it for the statutory form.
